WHEREAS, the Board of Directors of the Willow Brook Metropolitan District (the District) is charged with providing an adequate and safe supply of potable, domestic water for all residences located within the District; and

WHEREAS, the water system of the District was not designed to provide domestic water for such purposes as permanent lawn or garden irrigation, and, the Ruby Ranch Homeowners Association, which comprises all of the residential property owners of the District, has available through its irrigation-ditch system sufficient water for reasonable exterior residential property irrigation purposes on a rotation basis for lots below one of the ditches.

NOW THEREFORE, BE IT RESOLVED, as follows:

1. That it is the policy of the District to provide potable water to residences for internal residential use and consumption only, except that certain limited exterior uses may be allowed, including routine household-related washing of vehicles, intermittent and temporary irrigation of plants, shrubs or other ground cover, so long as the potable water supply is adequate to meet the interior consumption demands within the District.

2. That the District Board retains the right at any time within its sole discretion, to impose any and all conservation efforts which it deems necessary to provide for the (interior) domestic water needs of the residences within the District. Such conservation measures may include, without limitation, water rationing, termination of service to or for exterior uses, increased water rates for excessive use, and any other action reasonably calculated to preserve the District's ability to provide an uninterrupted supply of potable water for interior domestic consumption.
